South Korea K-ETA and Visa From the UAE: Entry Options Explained
Four people can leave the same Dubai building for the same flight to Incheon and need four different documents to board it. The Emirati passport holder travels under a bilateral waiver. The Indian passport holder needs a visa issued weeks earlier. The Filipino passport holder needs that same visa but a different supporting file. The British passport holder, for now, needs nothing. All four may hold identical UAE residence visas. Korea reads the passport, not the residence permit.
What K-ETA Is, and What It Is Not
The Korea Electronic Travel Authorization is not a visa. It is a pre-boarding clearance for travellers whose nationality already allows visa-free entry. If your passport is not covered by Korea's visa-waiver arrangements, K-ETA is not a shortcut you can take instead of a visa; the system will not accept you, and the answer is a consular application.
The official portal sets out the mechanics plainly. The fee is 10,000 KRW and is non-refundable; the portal shows the total payable, including any card-processing charge, before you confirm. An approval lasts three years, or until the passport expires if sooner, and covers multiple trips. Assessment "typically takes 72 hour or less", though the portal warns it can run longer when volumes rise. Approval must be held before boarding, not obtained on arrival, so apply weeks ahead rather than the night before check-in.
The Temporary Exemption: Status Verified 26 July 2026
Korea suspended the K-ETA requirement for selected countries and regions from 1 April 2023, tied to the Visit Korea Year campaign, and has extended that suspension repeatedly, one year at a time. Verified on 26 July 2026: the Ministry of Justice extended it again to run from 1 January 2026 to 31 December 2026, with Korean missions publishing matching notices either side of the new year.
The countries and regions named in the enumerated official notices are Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Hong Kong, Italy, Japan, Macao, the Netherlands, New Zealand, Norway, Poland, Singapore, Spain, Sweden, Taiwan, the United Kingdom and the United States including Guam, with Switzerland and Liechtenstein added later. Treat that as a snapshot with an expiry date attached: it is revised annually and is currently scheduled to lapse on 31 December 2026. Check your nationality on k-eta.go.kr before each trip. Emirati Passport Holders
Under the memorandum of understanding agreed between the UAE and the Republic of Korea in 2016, holders of UAE passports, ordinary through diplomatic, enter Korea without a pre-arranged visa and may stay up to 90 days. The Korean Embassy in the UAE and the UAE Embassy in Seoul both publish that position. It covers short visits only; working or studying requires the matching visa category.
K-ETA is a separate question. The exemption notices verified on 26 July 2026 do not name the UAE, so Emirati travellers should assume K-ETA applies to their visa-free entry and confirm it on the official portal rather than on a travel forum. There is a practical reason to hold one even where an exemption applies: Korean missions state that a K-ETA holder does not submit a separate arrival card.
Passports That Need a C-3 Short-Term Visit Visa
Many passports carried by UAE residents fall outside Korea's visa-waiver arrangements entirely. Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan nationals apply for a C-3 short-term visit visa, coded C-3-9 in the tourist stream. Where you apply follows the emirate that issued your residence visa: Abu Dhabi and Al Ain residents to the Korean Embassy in Abu Dhabi, Dubai and Northern Emirates residents to the Consulate General in Dubai.
The Document File the Consulate Expects
The Dubai consulate publishes its C-3-9 checklist in detail. The items that catch people out are the UAE-specific ones.
Application form completed online as an e-form, then printed.
Passport, original and copy, with at least six months of validity.
UAE residence visa copy valid six months from the application date, stated with "no exception".
Emirates ID, original and copy.
Evidence of two years of continuous UAE residence for certain nationalities, Bangladesh, Egypt and China among them.
A no-objection letter from your UAE sponsor covering the purpose of the visit, with original stamp and authorised signature.
Three months of UAE bank statements, stamped by the bank, issued within two weeks.
A day-by-day schedule of stay, hotel bookings covering the full trip, and a confirmed return ticket.
Fees vary by nationality and are paid by card in dirhams. The Dubai schedule works in US dollar equivalents: 40 for a single entry of 90 days or less, 60 beyond 90 days, 70 for a double entry, 90 for multiple entry. Submitted documents are not returned.
Timing: The Appointment Is the Real Constraint
The assessment period is rarely what derails a Korean trip from the UAE. The appointment is. The Consulate General in Dubai releases slots twice a month rather than continuously: on the 1st, covering the 16th to the end of that month, and on the 16th, covering the 1st to the 15th of the following month, both at 08:30. That rhythm matters more than it sounds, because missing a release means waiting for the next half-month window rather than trying again the next morning. Transit Through Incheon
Two official transit routes exist, and both are narrower than travellers assume. Passengers travelling to or from the United States, Canada, Australia, New Zealand or 32 European countries, holding a valid visa for that destination, may be admitted as tourist or transit (B-2) for up to 30 days, subject to an onward ticket and exclusions covering a restricted list of nationalities. Separately, passengers transferring at Incheon who join the airport's Transit Tourism Program may be admitted for up to three days with an onward flight inside 72 hours. Neither substitutes for a visa on an ordinary holiday.

Planning a Mixed-Nationality Trip
When a family or a group of colleagues holds different passports, work backwards from the slowest route. Identify who needs a consular application, secure that appointment first, and let the waiver and K-ETA travellers follow, since their step takes days rather than weeks. Hold refundable fares until the visa-required members have their passports back. Questions UAE Residents Ask
My Emirates ID was issued in Dubai but my residence visa is Abu Dhabi. Where do I apply?
Jurisdiction follows the residence visa. Abu Dhabi and Al Ain residents are served by the Embassy in Abu Dhabi, Dubai and the Northern Emirates by the Consulate General in Dubai. If your file is genuinely ambiguous, ask the mission first, because a slot used at the wrong post is a slot lost.
I already have a K-ETA from a trip two years ago. Can I still use it?
Approvals issued from 3 July 2023 run three years, or until the passport expires, whichever comes first. If you have renewed your passport since, the old approval does not carry across and you apply again.
Does an approved K-ETA guarantee entry to Korea?
No. K-ETA is permission to board, not permission to enter, and the same applies to a visa. An immigration officer at the port of entry makes the admission decision. Keep your return ticket, accommodation confirmations and evidence of funds in hand baggage.
Can I apply for the C-3 visa while my UAE residence renewal is processing?
The Dubai consulate asks for a residence visa valid six months from the application date and states there is no exception. In practice that means waiting for the new permit, which is one more reason to check expiry dates before choosing travel dates.
